If I have a lot of tabs that I want to keep open but this one time, as I'm starting up firefox for a quick task, I don't want to wait for them all to load before I can start using firefox. So there should be a "stop-all" button that will stop all tabs from loading.

Reproducible: Always

You can make the tab loading "stopped" before it begins using this extension, "BarTab": https://addons.mozilla.org/firefox/addon/67651/
