Create a table and set row 1 to the header row.
Place cursor in Row 1 column 1 and press down arrow.  Cursor moves out of the table to the line below it.

Reproducible: Always

Steps to Reproduce:
1.Create a table and set row 1 to the header row.
2.Place cursor in Row 1 column 1 and press down arrow.  Cursor moves out of the table to the line below it.

confirm, header cells are out of navigation context.
