Details

Couldn't we get a support for Javadoc comments in jetpack-SDK module? There is for example https://code.google.com/p/jsdoc-toolkit/ (JSDoc-toolkit) which can be used for generating documentation from the Javadoc comments.
For reference, there's a related bug 555180 for support for Code Illuminated annotated source docs, and a discussion about annotated source in general:

The Add-on SDK is no longer a Mozilla Labs experiment and has become a big enough project to warrant its own Bugzilla product, so the "Add-on SDK" product has been created for it, and I am moving its bugs to that product.

There's a more recent bug about in-source docs, bug 636319. Although that bug doesn't refer explicitly to Javadoc we should consider compatibility with existing in-source syntax(es). So, marking this bug a duplicate of that one.
