From the menu select help->help-contents
A window opens with the special help chrome
That chrome contains greyed-out entries for the forward and back arrows
Move the mouse cursor to one of those greyed arrows

Expected result: nothing should happen
Actual result: arrow becomes un-greyed and selected

Hmmm, not seeing this on Win 95.

I'll move this to Bugscape since it affects commercial version's help only.

I've moved this to Bugscape bug 2937. Closing this one as invalid, though it is 
perfectly valid for the commercial version.
