The "Get Add-ons" tab of the addon manager should not return "All results are already installed or incompatible" if there are uninstalled addons and compatibility checking is disabled (extensions.checkCompatibility.3.1 = false)

Steps to Reproduce:
1.Disable compatibility checking
2.Search for keywords that you know will return only incompatible results (I used: "mark all read button"

Actual Results:  
The incompatible addons are displayed

Expected Results:  
"All results are already installed or incompatible"
