I just noticed that the partner repack scripts duplicate don't parse shipped-locales for locale/platform validity (http://hg.mozilla.org/build/partner-repacks/file/e014c5e75425/scripts/partner-repacks.py#l585). They should do this rather than maintain it on their own.

The repack.cfg files control which locales get repacked, and are (hopefully) created with an eye to which locales are actually available. This section of code just works around the longstanding ja/ja-JP-mac dichotomy.
