I switched back to this window to find the layout as shown in the screenshot. I opened up DOM Inspector and poked around. mainPopupSet was the taking up 732 pixels in height, seemingly due to highligher-panel taking up 724 pixels in height plus a 4 pixel border width on the top and bottom. Both it and the inspector panel have hidden=false. I'm not sure what other properties are relevant. I believe I had activated the inspector panel at least once before for this window but it was most likely not visible when I switched away.
