There seems to be no way to open a new browser window for Firefox instances started with -no-remote which is necessary to open Firefox using another profile while another instance is running.
Reproducible: Always
Steps to Reproduce:
1. Create a second profile
2. Start Firefox with first profile
3. Start firefox.exe -p "2nd profile name" -no-remote
4. Start a large download using the second profile
5. Close browser windows of the second profile
6. Start firefox.exe -p "2nd profile name" -no-remote
Actual Results:
An error message appears ("Firefox is already running, but is not responding. To open a new window, you must first close the existing Firefox process, or restart your system.")
Expected Results:
A browser window should be opened.
The message also appears when the open window is not the download manager but a browser window. But that’s a minor problem since you have access to the browser at that time.

The error is expected.
-no-remote tells the browser to not use an existing process.
That it fails at step6 is no surprise because you try to launch FF with the same profile that you have already open.
This looks like invalid to me
Yes it may be the way it works, but there should be a way (which I may fail to see) to open a new browser window in that situation. Doing step 6 without -no-remote opens a new window of the first profile.

Another way out of the situation after step 5 would be to support Ctrl+N in the download manager to open a new window. There seems to be no harm (like cluttered GUI) in that.
