This seems to be the only thing that's under .tr that isn't a tld... it's the .tr registrar.  See bug 568797
This isn't a big deal as long as they aren't trying to set cookies for "nic.tr". Cookies for "www.nic.tr" will, of course, work.

But yes, we should fix it.

unfortunately, this is not the case any more. www.nic.tr was the only one but now, www.tsk.tr is also available. apparently our (turkish) official registrar is changing things lately.
Volkan: are you able to find a definitive list of the 2LDs on the nic.tr website? If we switch from "*.tr" to providing a fixed list, we can then add a "tr" rule to cover any new domains registered at the top level.

I'd ask our registrar about that. I don't have the definitive list but maybe they can provide us with that.
