If publish functionality of Composer is used then cyrillic text is ruined in Composer when file access permissions do not allow the server to update the page.

Reproducible: Always

Steps to Reproduce:
1. Point SM to ANY HTML page without server write permissions (for example, owned by root:root) 
2. Invoke Composer (Ctrl-E)
3. Insert cyrillic text
4. Try to publish it (your server should have functioning PUT script)

Actual Results:  
Русский 
turns to 
Русский 
(Русский)


Expected Results:  
Just indication of failure without any damage to the page (no problem with text in latin). 

This bug is years old. Of course one can always correct permissions and repeat, but if you forgot to check it and entered very long text and immediately lost all of it ...
Please, could you check and see if this still happens in SM2.3?

Tested on this page adding "Русский" in bug description, try to publish it, receive an error, text doesn't damaged
