If you disable images, the page URL appearing above appears to never finish loading, the spinny icon continues even though the page appears to be complete.  This behavior does not occur when images are enabled.

Reproducible: Always

Steps to Reproduce:
1.Disable images (permissions.default.image=2)
2.Enter http://www.atlanta.net/visitors/calendarofevents.aspx in your location bar
Actual Results:  
Spinny never stops

Expected Results:  
Page should finish loading if the same URL with images enabled does.

Changing images to be enabled while waiting for the page to finish will complete the load.
