purchasing item from oo - entered credit card details as per usual and submit payment only once and 2 debits on my bank statement. 
Bank states: impossible for them to duplicate without input from merchant, merchant states: not their fault. 
This has happened once before since using Firefox (my preference to IE) but never happened with IE.
can you please explain?

Your browser isn't supposed to do that, not even when you double click on the submit button (there's a special check for that). Unless you press the back button, and click the submit button again (which is what you NEVER, NEVER should do !).

On the other hand, the website (whether the merchant, the bank or the credit processor) should also take measures to prevent that. Submitting the same order withing 10 seconds should not be possible for instance (caused by a double click ?), going backwards should not be possible, or your shopping basket should be marked as done, etc ... . It's too easy for them to shift the blame to the browser, while it's *them* that are responsible for a secure transaction.

Thanks Jo - you have confirmed what I have thought all along - it's either/any of the systems that process the payment that has the weak/blind spot that has caused this to happen.
And, they are both too quick to blame the other - I have submitted a Dispute Form with the Bank and they will investigate - am keen to see how they sort it out ... if ever! If they don't I'll have done $60.00 and will always go through PayPal in future.

No reply, INCOMPLETE. Please retest with Firefox 3.6.13 or later and a new profile (http://support.mozilla.com/kb/Managing+profiles). If you continue to see this issue with the newest firefox and a new profile, then please comment on this bug.
