It gets to normal value if you pause the download or when the download finishes and download manager window is closed. Reproducible: Always

Please disable Firebug and try it again.
I tried and the bug didn't appear with Firebug disabled.
Please report this to the firebug developers. It's possible that they know that because you are the second one that I send to them. Disabling the net panel in Firebug should fix this issue (as workaround) AFAIK. marking invalid (extension bug)
