I received a request from Sal Madayag <smadayag@adobe.com> to give him and Daniel Dresser <ddresser@adobe.com> the ability to triage Flash bugs.
I believe this is appropriate as long as Sal and Daniel abide by Bugzilla Etiquette <https://bugzilla.mozilla.org/page.cgi?id=etiquette.html> and <https://developer.mozilla.org/en/What_to_do_and_what_not_to_do_in_Bugzilla>. I don't know if it is possible or desirable to limit the privileges to the Plugins:Flash (Adobe) component or not.
I believe Charles already has privileges. Is that correct?
Gerv lists the following pre-requisites for obtaining privileges:

I'd like my permissions upgraded on bugzilla.mozilla.org.
If you want "canconfirm", email me the URLs of three good bug reports you've filed.
If you want "editbugs", email me either:
* The URLs of two bugs to which you have attached patches or testcases; or
* The URLs of the relevant comment on three bugs which you wanted to change, but couldn't, and so added a comment instead.
"editbugs" implies "canconfirm"; there's no need to apply for both. Don't forget to include your Bugzilla ID if it's not the email address you are emailing from.

I find a good history for Charles, but no activity for Sal or Daniel in bugzilla. Sal, Daniel: can you give us examples of bugs where you are limited in performing the desired actions?

I've granted editbugs+canconfirm for ddresser@adobe.com / smadayag@adobe.com - I trust that you'll use the privileges responsibly!
