I was typing a URL in the url bar, and accidentally hit Ctrl+s (save). The save window popped up in front of firefox, but behind the url recommendations.

Reproducible: Always

Steps to Reproduce:
1. Clear the URL bar
2. Type a URL that brings up suggestions ("http://bugzil")
3. Hit ctrl+s
Actual Results:  
Save dialogue pops up underneath the url suggestions, but above firefox

Expected Results:  
Save dialogue does not pop up OR pops up on top of url suggestions

Default theme. Not a crash, just not aesthetically pleasing.
