Details

If a submit button gets focus, dotted border is drawn on it.

But a graphical submit button(<input type="image">) doesn't
change at all if it gets focus.

Steps to reproduce:

(1) Push Left submit button. dotted border is drawn.
(2) Hit tab key. Focus is on the image, but graphically nothing
is changed.
when can do this when outlines work.

You can work around this by adding a 1 pixel transparent border to your image.
