De-privilege .com for autocomplete in URL bar without explicit request

Details
If you type "wibble" in the URL bar, it does a search for "wibble" using the chosen search engine (Google's "I'm Feeling Lucky" by default). This is good.
If you type "http://wibble", it (presumably) looks for an Intranet server called "wibble" (good) and, if it doesn't find one, it takes you to "wibble.com" (bad). .com should not be privileged in this way. If we do a more helpful error page, we could certainly suggest that as one option, but it shouldn't take you there automatically, as it may well not have been the site the user wanted.
This was, validly IMO, complained about by the .рф representative at a recent ICANN IDN meeting.
Note: I am not proposing to change the behaviour by which typing "wibble" and pressing Ctrl-Enter takes you to http://www.wibble.com/.
