Ran into this today (because I tried to run a horked build). Need to check result of QI(), because not all nsIURI objects are nsIURL's...
There may be similar issues in the other platforms' implementations of nsOSHelperAppService, I didn't check.
This caused problems on OpenBSD -- see bug 49575. Might it be checked in soon?

Chris, do you still need a super-reviewer, or can we get this checked in now? This causes a crash on OpenBSD.
