after exit, another start display error that firefox still running - viewing process list one can see firefox.exe as an active process

Reproducible: Sometimes

Steps to Reproduce:
1. end process firefox.exe Windows Task Manager->Process (or restart computer)
2. start firexof again
3. 
Actual Results:  
There is no error report of running process

Expected Results:  
restarting win7 displays: waiting to close process

exiting firefox, process must be vanish from memory
