"New bookmark", "New folder", etc don't appear as disabled but nothing happens when clicking on them. 

Reproducible: Always

Steps to Reproduce:
1. Open browser.
2. Visit cnn.com.
3. Bookmark this page using Bookmarks->Bookmark this page. Enter test1,test2,test3 in Tags field, Folder: Bookmark Menu.
4. Open Organize Bookmark, select previously bookmarked page and expand Tags pane.
5. Open Organize menu and select "New bookmark"
Actual Results:  
Nothing happens but the option does not appear as disabled in the menu.

Expected Results:  
"New bookmark" dialog is displayed.

Yeah, there is no reason for the tags lists being expanded to suppress the creation of a new bookmark.

Issue is reproducible on the latest nightly.

I've just tested this on Windows on FF 58. When the properties pane is focussed, then the New Bookmark and other options are disabled as they are expected to be (except the copy/paste etc commands).

When one of the other panes is focussed, then New Bookmark etc are enabled & work correctly.

Hence works for me.
