Open Organize Bookmark, select previously bookmarked page and expand Tags pane. 5. Open Organize menu and select "New bookmark" Actual Results: Nothing happens but the option does not appear as disabled in the menu. Expected Results: "New bookmark" dialog is displayed.

Yeah, there is no reason for the tags lists being expanded to suppress the creation of a new bookmark.
