When a title attribute is added to a disabled input...

  <button disabled title="Example"></button>

...the contents of the title attribute does not appear when I hover the cursor over it.

Is this meant to happen, or is this a bug? I read section 4.10.18 of the HTML5 spec, and it didn't mention anything about that.
