The spec[1] talks about this, but I don't know what we're emailing people. Fligtar?

Current draft:
----
Dear collection owner,
We're making some changes to the way add-on collections work that will affect how your collection is accessed and managed.
Collections will now primarily be associated with only one user. If your collection has multiple users with access, the first owner will remain and all other users will have access level reduced to Publisher.
Collections will also get new URLs based on the single owner's nickname. Old URLs will still work for a while, but the new URLs should be used when linking to your collection.
The following is a list of your collections and who the owner will be after these changes take place, along with the new URL:
* fligtar's favorites
** Owner: Justin Scott <email@email.com>
** Publishers: Nick Nguyen <email@email.com>
** Current URL: https://addons.mozilla.org/collection/fligtars-favorites
** New URL: https://addons.mozilla.org/collections/fligtar/fligtars-favorites
We expect these changes to take place in the next few weeks. Please see our FAQ below if you have any questions.
Thanks for creating a collection and sharing add-ons!

FAQ:
How can I change who the new owner will be?
If the owner listed above is not who should inherit the collection, the easiest way to change that is to demote everyone except the new owner to the role of publisher right now. When the new system takes effect, the single owner will remain owner.
How can I change what my collection's URL will be?
The collection URL is based on the owner's nickname and the collection's nickname. If either of those listed above should be something else, you can change them now.
What if I have another question?
You can ask for help in our forums: https://forums.addons.mozilla.org

When we've done this before we've been blacklisted as spammers so we started using an external service. I don't know if they can handle an email with that much customization in it. Currently it looks like there are 60k people we'd have to email. CCing some ops people for guidance.
As far as the message, the only things that jump out at me is that there is no date as to when this is happening and Publisher is never defined.

If the add-on details in the email is a list, I think it cuts our emails down to about 43k.

For numbers that large, I'd guess mailchimp or whatever basket is using? Alex?

Basket is using SocketLabs, which is a managed SMTP server, so it avoids blacklisting. I think this is a one-time send, so that should work well.

Socketlabs looks great. We'll code this to accept an SMTP server/user/pass and build the emails dynamically. Thanks.

Subject and From?

There are 40,000 people to email. There are 194 publishers.
Are we really going to email 40,000 people about publisher information that does not affect them? The old URLs will redirect to the new URLs, so I don't know why we would email people about that.

Alright, we can limit the email to collections with publishers and email everyone about the URLs after the changes have gone live.

I'm saying that emailing people about URL changes is foolish. We have redirects for that.

And I'm saying it's a great opportunity to announce our new collections features to people that already use collections.

`./manage.py collection_emailer no really` does the damage.
Without "no really" it prints to the console.
