Tabs position break when browser resolution changes.

Reproducible: Always

Steps to Reproduce:
1.Start an app or game in fullscreen mode with a non-desktop resolution.
2.Alt-tab or close the app/game.
Actual Results:  
Tabs get moved to bottom and toolbar gradient is missing.

Expected Results:  
Tabs should have stayed on top.

The problem is "fixed" if you check/uncheck the tabs-on-top option twice. This looks like a regression from https://bugzilla.mozilla.org/show_bug.cgi?id=571992.
