STEPS TO REPRODUCE
   Make a float that has a lot of text.
   Set the float to overflow:auto.

ACTUAL RESULTS
   The height of the float is set to 1em, and no scrollbars appear.

EXPECTED RESUTS
   The height of the float should be shrink-wrapped to fit the contents. No 
   scrollbars should appear; the 'overflow' property should not have any effect
   on the actual height of elements, only the handling of any overflow.

Tested with Windows 2000 commercial branch bits 2000102017.

This appears to be fixed, the testcase no longer exhibits a problem.  Using
2002100317 nightly on Windows NT.
this will have been fixed by roc's overflow changes
