The menu bar items are not clear when using a solid black background and a non-active solid white background on Windows 7 when glass is enabled.

The styling should be made the same as the titlebar, specfically:

  1/  black text (as it is at present in active, change from light grey in inactive state)
  2/  not etched, but flat text (I assume it is etched based on the look of the text)

NOTE: Active has a lightish grey ghosting effect, whereas inactive has a darker grey ghosting effect to distinguish the states -- these appear to be correct.

Reproducible: Always

Steps to Reproduce:
1. Open firefox
2. Enable the Menu Bar
3. Switch Win7 background to solid white -- observe the titlebar & menu item rendering
4. Switch Win7 background to solid black -- observe the titlebar & menu item rendering

Actual Results:  
The menu bar items are hard to read compared to the titlebar text.

Expected Results:  
The menu bar items should be clear and readable in this configuration.
