It used to work in previous versions of Firefox. Reproducible: Always Steps to Reproduce: 1. Open Firefox (referred as "window 1" in later steps) 2. Open a new window ("window 2") by crtl+n, File => New window or clicking a pop up link. 3. Switch "window 1" on top (with alt+tab or taskbar icon) 4. Open a new window and close it Actual Results: "window 2" is on top Expected Results: "window 1" should still be on top. It used to work like this in previous versions, so maybe some window handling code has been changed? Default theme, no (new) changes in the configuration. Only thing that could be related, is that "open new windows in tabs instead" is turned off.
