...because there's no apparent reason that it shouldn't be.

But it is modal. I went to great pains to make sure all
wallet/single-signon/cookie dialogs are modal so I was surprised to see this bug
report. I just checked and indeed it is modal for me.
Here's what I did:
1. From menu do tasks->privacy->form-manager->demonstration
2. Click on any sample form
3. Fill in any field
4. From menu do edit->save-form-data
5. From menu do edit-prefill-form
Dialog comes up with title "Prefill Form Data". This dialog is modal. If I
click the mouse in any area outside of this dialog, my machine beeps at me. I
cannot do anything outside of this dialog.
Closing out as works-for-me. If you are still convinced that it is not modal,
then reopen and give a detailed set of steps that makes you reach that
conclusion.
