after installing update FF 3.6.6 from 3.6.4 can't open new tabs by ctrl+T, Symbol or "+"

The update from 3.6.4 to 3.6.6 changed only an unrelated timeout value.
Please try http://support.mozilla.com/en-US/kb/Safe+Mode

Reporter -> Are you still experiencing the issue with the latest version of Firefox? Have you tried safe mode and/or a new profile?
