57639 - ~character does not work in Warpzilla

With versions M18 and 00-10-20 the ~ character, often used
with web site addresses no longer works in the Location line.
This is a regression from build 00-10-03 where this character works.

I'm using a Finnish keyboard with settings:
SET LANG=FI_FI
DEVINFO=KBD,SU,D:\OS2\KEYBOARD.DCP
CODEPAGE=850,437
...these are default settings when using a Finnish keyboard. From past 
experience I suspect the same problem will be in German Warp and 
probably several other national language versions. 

The character ~ is produced by simultaneously pressing AltGr and the 
key next to Backspace and Enter, and then pressing the Spacebar. In 
Warpzilla M18 and 00-10-20 this produces no output whatsover except for 
the space. In 00-10-03 I get a nice ~ :)

I can cut and paste the ~ character onto the Location line without 
problems in 00-10-20 at least.
