Previous Session windows and tabs are not loaded when specific menu option is selected

Reproducible: Always

Steps to Reproduce:
1.Navigate Menu Tools/Options/Main/Startup/When Firefox starts
2.Select from drop-down list "Show my windows and tabs from last time"
3.Confirm with "Ok"
4.Close Options
5.Restart Firefox 
Actual Results:  
When new session starts, home page loads instead of tabs or windows saved from previous session. 

Expected Results:  
Tabs or windows from last time should load.

Note: Tested only on winXP
Go into Privacy settings in the Tools->Options->Privacy turn on Custom History settings, uncheck clear history on closing Firefox box.  Then set remember history.  Then it will run session restore.  Its a known bug already in bugzilla, but feel free to dupe against if you find it.
Already did that before logging issue. Problem is still opened.
The other check that is needed is remember some of the other preferences need to be checked also.  Make sure history days are set higher than the number of days you go without using Firefox.  

History takes precedence over startup option.
