Add Thunderbird 3.0.6 and 3.1.1 to bouncer

Details
The Thunderbird team is going to release Thunderbird 3.0.6 and 3.1.1 on 20th July 2010, and we'd like to have the main builds added to bouncer for downloads.
The relevant URLs to add are (bouncer and FTP):

Note: the filenames for the 3.1.1 partials should be right as per http://ftp.mozilla.org/pub/mozilla.org/thunderbird/nightly/3.1.1-candidates/build1/update/win32/ca/, I assume the "names" for those partials are ok as they are.

Yeah, and I assumed that too. Unfortunately, release automation, when updating the patcher configuration, used Thunderbird-3.1.1-Partial-3.1rc2 for bouncer links.
This is only an issue for partial updates *from* an RC, so won't be a problem until 3.2.1
This time, it was faster to just fix the snippets to use the name we used here, so this comment is just for historical purposes.
