Please note that you have to move the cursor over the menu items.

Reporter -> Does the issue occur with the latest nightly? http://nightly.mozilla.org/ - Does the issue occur if you disable hardware acceleration?
no answer, assuming incomplete, sounds more like a widget or gfx bug though.
