The attached two messages are considered to be part of the same thread by Thunderbird. I cannot see any reason for that: The subjects are not similar at all, message-id/references don't match either.

Is this in a normal folder, or a unified/smart folder? If a normal folder, is it imap or pop3? Presumably, rebuild index will fix this, if the latter, but I doubt if this can be reproduced here. I.e., we'd need a test case, like a sample local mailbox with the problem messages in it that recreates the issue.
It's a normal IMAP folder. I'd create a test case, but I don't know how exactly.
sometimes happens here as well, messages not related, no common "in-reply-to" or so

There are actually many reports. Would you be willing to help us work through the bug reports?

I don't have a reproducible testcase. Afaik I saw it lately again, but I live with problems like this for a while now.

Under Linux (presently Ubuntu 14.04) with older versions I would see something similar - unrelated messages linked together.  It tended to happen when I deleted "large numbers" of messages in my Inbox.  It was not consistent.  Or at least I didn't notice a consistent pattern apart from the coincidence with large numbers of messages being deleted.  I also tend to have large numbers (to me anyway) of message in my inbox - mid to high four digits.

It has happened again with an Ubuntu 14.04 system with 45.2.0 as distributed by Canonical.  Assuming I can figure-out how to do so, I will attach a screenshot of the mis-threading and now, as it has finally happened with "public" emails I can provide the messages themselves.

Can't say yet since I'm on Linux and Fedora 38 currently still ships Thunderbird 102.13.0. Also it only occurs "from time to time".
If from a technical point you think it might/should be fixed from my side we could close the ticket and I'll report back in case the issue happens again (after Thunderbird 115).
