Despite having "open new windows in new tabs instead" enabled, when FF is closed and I click a link in an app, FireFox launches, with its active window on top but the link not loaded in it. However, behind the active window, a new window has been opened with the link opened in it.

Steps to Reproduce:
1.Close Firefox
2.Click link
3.
Actual Results:  
Link opened in new window behind the active window

Expected Results:  
Link opened in new tab in active window
Version: unspecified → Trunk
I should add. When FireFox is open, it behaves as expected and opens links from external apps in a new tab in the active window.
