Use GetDC where we can

For opaque SYSTEMMEM textures we can call the GetDC method on the primary surface to draw directly to a DC. We should use this for layers where mIsOpaqueContent is true.

Use GetDC where we can v2

Someplace you should put a comment that says that GetDC is not supported
on surfaces of D3DFMT_A8R8G8B8 format and that that's the motivation
for splitting things out here.
