Moreover I see 3 strange toolbar names available - "Mail Toolbar", "Mail", and "Mail" again. Even though I turn this wrongly behaving "Mail" toolbar off, it gets back on after Thunderbird restart. Reproducible: Always Steps to Reproduce: 1. Start Thunderbird 2. Make sure that "Mail" toolbar (Get Mail - Write - Address Book - Reply - Reply All - Forward - Tag - Delete - Junk - Print - Back - Forward) is turned on. 3. Right click on the toolbar and choose Customize 4. Move any items from the toolbar to "Customize Toolbar" dialog 5. Click Done. 6. Restart TB Actual Results: All the removed items are back on the toolbar. Expected Results: The items removed during the previous TB run should not be back on the toolbar.

Dimitry: maybe you start TB in safe mode ? When you go to start-->programs-->mozilla, you select Thunderbird or Thunderbird (safe mode) ?
Majken, No, I can't. After removing TB and all its data (%USERPROFILE%\Application Data\Thunderbird and %USERPROFILE%\Local Settings\Application Data\Thunderbird), then installing it back the toolbar customization functionality works fine. Probably one of the plugins installed in my installation reported in initial comment could cause such behaviour. Aureliano, I put the shortcut in the taskbar (locked in Windows 7). I bet I used "Thunderbird" as the source to start the application, but the behavior I described is pretty much the same as in safe mode. So likely it really was the safe mode shortcut used by mistake.
Safe mode wouldn't explain the "extra" tool bars you were seeing. Either the problem was caused by an extension or somehow one of your profile files was corrupted. Will mark as invalid for now (assuming it was an extension) but feel free to reopen if it happens again without extensions.
