MediaWiki should allow us to build an interface where users can enter comments and we/admin can approve them....

zandr, we want to try and set up something like
https://wiki.mozilla.org/CrashKill/dll-dictionary
and make some improvements to start building a service that uses crowd sourcing to help fill in the details as an experiment. do we have any labs hardware available that could work?

Nope. I think this was proposed as a means of annotating crashes, but it doesn't make sense anymore.
