If a plugin opens a dialog box, such as Flash's file picker, it opens in the background. The only indication that a dialog has opened is the bouncing plugin dock icon, which I can click on and bring up the dialog box.

Reproducible: Always

Steps to Reproduce:
1. Go to a website with a flash-based file picker: http://imgur.com/?flash
2. Open file picker by clicking "Browse"
Actual Results:  
File picker shows up in background, not obviously.

Expected Results:  
File picker shows up, as expected.
