No "Import" choice on "Import & Backup" tab

When I click "Bookmarks" tab and choose "Organize Bookmarks" and click "Import & Backup" tab, there is no choice for "Import", only "Backup", "Restore", and "Export HTML"
Reproducible: Always
Steps to Reproduce:
1. Bookmarks
2. Organize Bookmarks
3. Import & backup
Actual Results:
No "Import" choice
Expected Results:
Offered me choice to import bookmarks
Default theme used and standard installation. I even uninstalled and re-installed; re-downloaded and re-installed; uninstalled and re-installed!

Above Export HTML there is Import HTML...
