Let's keep this machine ready to loan to developers while we hunt these Win7 perma-oranges.

For reference, these are the instructions that a developer has to follow to run the test suites on the machine.

* Use "command prompt" and change directory to (or other test suite)
> c:\talos-slave\mozilla-central-win7-opt-u-mochitests-5\build
* Set the following variable:
> PATH=C:\mozilla-build;C:\mozilla-build\msys\bin;C:\mozilla-build\msys\local\bin;C:\mozilla-build\Python25;C:\mozilla-build\Python25\Scripts;C:\mozilla-build\hg;C:\mozilla-build\7zip;C:\mozilla-build\upx203w;C:\WINDOWS\System32;C:\WINDOWS; 
* Run the following:
> C:\Windows\system32\cmd.exe /c python mochitest/runtests.py --appname=firefox/firefox.exe --utility-path=bin --extra-profile-file=bin/plugins --certificate-path=certs --autorun --close-when-done --console-level=INFO --symbols-path=symbols --total-chunks=5 --this-chunk=5 --chunk-by-dir=4 

If there is no folder there, they should download the binaries, unzip the tests and work from there.

I was expecting a rush of requests for Win7 machines but I guess I was wrong.
It is not difficult to get the machine out of staging and hand it to a developer so I don't see the point of holding the machine out of staging unnecessarily.

Use the instructions on comment 1 when giving instructions to developers.
