browser.bookmarks.livemark_refresh_seconds is not working, has no effect

Reproducible: Always

Steps to Reproduce:
1. use nightly Minefield
2. go to bout:config
3. set browser.bookmarks.livemark_refresh_seconds  to 60
4. no effect, even after restart
Actual Results:  
refreshes rss feeds in 10 minutes.

Expected Results:  
it should refresh rss feeds in given seconds
yes, we don't allow refreshing them less then once every 10 minutes, to avoid flooding servers. the pref works from 10 minutes to 4 hours.
What's your reasoning to set it to 1 minute? do you expect a feed to refresh so often?

I guess in Fx 3 it was allowed to 60 seconds, so I thought that here we have a bug.
