579774 - Extra button with allTabs.preview when opening new window

I have seen the "List All Tabs" button being duplicated a number of times when allTabs preview is activated. Below the "::" button, it also shows the old "\/" button in this case.

Here is how I can reliably reproduce this:

- set browser.allTabs.previews = true
- File => New Window

The new window now shows both "::" and "\/" and the tabs become taller (see screenshot). The original window still looks fine. Moving the mouse to hover the extra button makes it go away.
