Summary says it all...

Right-clicking on column headers then mouseing-over 'Apply columns to' provides just 2 choices:

  Folder
  Folder and its children

There should also be a 3rd option:

  All Folders in All Accounts

Reproducible: Always

Steps to Reproduce:
1. Right-click on any column header
2. Mouse-over 'Apply Columns To'

Actual Results:  
1. Choices are limited to: 'Folder', and 'Folder and its children
2. 'Folder and its children' only allows you to select a single account

Expected Results:  
There should also be a 3rd option:

  'All Folders in All Accounts'

Point:

This is a much bigger problem for those of us with a lot of accounts, admittedly not so much for those with just one or 2 accounts, but I think there are a lot of us power users out there...

this should be accessible somewhere in Preferences to be found by everyone

This wouldn't be a 'preference' setting, it would be a right-click action item
