When Firefox is maximized (not F11) and windows application bar i set to auto-hide and to be always on fist place, it is impossible to activate the application bar until you use the shortcut

Reproducible: Always

Steps to Reproduce:
1.Set Windows application bar to "Auto-Hide"
2.Set Windows application bar to be "Always on Top"
3.Open Firefox
4.Maximize Firefox window
5.Move mouse near bottom of the screen
Actual Results:  
Nothing happens

Expected Results:  
Windows application bar should became visible
