Right now clicking 'take survey' button or 'more info' from the notification will assume the study is finished as we can't easily tell if the user finished the survey correctly.

It might be useful to provide a 'more info' link from the completed study just in-case the user wants to re-open the web survey.

Removed the condition, so now it will show the 'more info' link.
Verified fix and imported patch to Test Pilot HG in http://hg.mozilla.org/labs/testpilot/rev/84eef5e671d4

I noticed this means that showMoreInfoLink is never used now, so I removed the method from the survey classes as well.  (Don't you just love it when we can fix things by *removing* code?)

Attached a patch that makes both changes, which will need to be approved and merged into Firefox 4 beta.
