Building on W2K does not update the build ID. The directory has to be deleted 
(clobbering does not help) and built new so the build id will be correct.


Actual Results:  Build-ID is not updated

nmake sucks.  It won't rebuilt a target if the file exists even if given the
FORCE dependency.

fixing is as easy as deleting mozilla/config/build_number... can this be done
with the config.mk/mak?
That doesn't fix the problem when building using |nmake /f makefile.win|.  I'll
have to check to see if we have any targets that depend upon build_numer and
don't want to continually rebuild or relink (like layout).

nmake support has been dropped.  This problem doesn't exist in the gmake build
(as long as you set MOZ_OFFICIAL).
