nmake sucks. It won't rebuilt a target if the file exists even if given the FORCE dependency.

fixing is as easy as deleting mozilla/config/build_number... can this be done with the config.mk/mak?
That doesn't fix the problem when building using |nmake /f makefile.win|. I'll have to check to see if we have any targets that depend upon build_numer and don't want to continually rebuild or relink (like layout).
nmake support has been dropped. This problem doesn't exist in the gmake build (as long as you set MOZ_OFFICIAL).
