I've edited the wiki page: https://wiki.mozilla.org/DisposableProjectBranches#What_is_a_disposable_project_branch  to reflect the level of commit access.

What's important to remember here is that the disposable project branches were an idea to help developers get the full suite of builds and tests for a short term project without having to go through the > 2 week process of asking for a new project branch.  That process also takes up RelEng resources which may be better used elsewhere.  The twig repos were never intended for broad community access - that's what Try is for with its level 1 commit access and its 'sandboxed' pool of builders.  

Afaik we need to keep level_1 access away from the build slaves that could do releases and that means the twig repo builders.
