The resizer cursor disables above the fx button, but the rest of the top border works fine for me.
It happens on the whole top of the glass titlebar and also happens to the top left and top right.
Aero or aero basic desktop? Also, do you have any custom ui settings? I have win7, aero, no customization, using the latest nightly and I'm not able to reproduce.

I'm able to reproduce. Please look at the duplicated bug for steps and note that the cursor only vanishes after you start dragging.
This is tough to reproduce for me, but I can get to happen if I really shake the cursor.
