I cannot see the those 3 buttons in the upper right corner of the window.
when the menu bar is shown, I can see then
In another computer with the same windows version I do see them - always.

   I can send you screenshot, if that will help.
Actual Results:  
same as above :(
I think I found it.
I have a Theme? called "The Penguins of Madagascar" version 1263407038
when I removed it, I can see those buttons again. - even if the menu bar is not shown.
