To reproduce:
* Choose `Tasks' > `Privacy and Security' > `Image Manager' > `View Sites that
  can/cannot Display Images'.
* Look at the tabs in the dialog.

What you see:
* Both the `Stored Cookies' and `Image Sites' tabs appear to be active (though
  the content displayed is for the `Image Sites' tab).

What you should see:
* Just the `Image Sites' tab should be active.
